Reforming the Criminal Justice System
2009 Legislative Agenda
#1. Support Restoration of Voting Rights Bill for those out of DOC custody
HB 1517 was LPPO #1 policy victory for this session! This bill, now state law, restores the right to vote for offenders who have completed their sentence and are no longer under the custody of the Dept. of Corrections. The state Secretary of State’s office was a key leader in this effort along with the ACLU (American Civil Liberties Union).
#2. Support Three Strikes Reform (remove Robbery II as a strike)
SB 5292 (3 strikes law reform by eliminating robbery two as a strikeable offense) died early in the session. LPPO continues to be a leader in this critical restorative justice issue.
#3. Support Higher Education programs in Prisons
The Quakers or FCWPP (Friends Committee on Washington Public Policy) are the lead on this effort. They advanced the conversation on this issue during the session but no money was appropriated.
